Position Summary
We are seeking an experienced and visionary Head of Human Resources to lead the full spectrum of HR functions for a large-scale NGO in Hong Kong. This pivotal role will oversee a talented HR team covering Recruitment, Compensation & Benefits, and Training & Development, while also spearheading the enhancement and implementation of a new Human Resources Information System (HRIS). Additionally, this role will collaborate closely with senior leadership to drive organizational growth, streamline HR processes, and cultivate a culture of engagement and excellence.
The ideal candidate will be a people-first leader who brings strategic insight, operational rigor, and digital transformation expertise to elevate the employee experience and support the organization’s long-term mission.
Key Responsibilities
Strategic HR Leadership
Develop and execute HR strategies aligned with organizational goals, ensuring agility, equity, and long-term sustainability.
Serve as a key advisor to the CEO and senior leadership on people-related matters.
Foster a values-based, inclusive, and mission-driven organizational culture.
HRIS Transformation
Lead the selection, implementation, and optimization of a next-generation HRIS to streamline HR operations and improve data analytics, employee self-service, and decision-making.
Collaborate cross-functionally to ensure seamless system integration and user adoption.
Team Oversight
Recruitment Team: Strengthen employer branding, workforce planning, and talent acquisition strategies to attract diverse, mission-aligned talent.
Compensation & Benefits (C&B) Team: Ensure competitive, fair, and compliant C&B structures while optimizing cost-effectiveness and employee satisfaction.
Training & Development (T&D) Team: Drive leadership development, capability building, and a continuous learning culture across all staff levels.
Organizational Development
Lead change management initiatives to support organizational transformation and growth.
Drive performance management processes and employee engagement programs that align with Kuk’s values and impact goals.
Compliance and Risk Management
Ensure adherence to the Employment Ordinance, data privacy regulations, and ethical standards.
Promote a safe and equitable work environment with proactive risk management.
Qualifications and Experience
Bachelor’s degree in HRM, Business Administration, or related fields; a Master’s degree is an advantage.
Minimum 20 years of progressive HR experience, with at least 8 years in a senior leadership role overseeing large HR teams.
Proven experience in HRIS implementation or enhancement projects.
Strong leadership in managing diverse HR sub-functions, particularly Recruitment, C&B, and T&D.
Exceptional communication, stakeholder engagement, and change management skills.
NGO, healthcare, public sector, or mission-driven organization experience preferred.
Proficient Chinese writing skill is a strong advantage.
